DIRECTOR OF PROPERTIES

REPORTS TO: Chief Operating Officer

SUPERVISES: Affordable Housing Coordinator and Maintenance & Fleet Coordinator

FLSA STATUS: Exempt

SALARY RANGE: $81,375-$104,625

POSITION DESCRIPTION: The Director of Properties is a key leadership role responsible for the strategic oversight and operational management of the organization’s entire property portfolio, physical assets, and facilities. The Director of Properties will integrate property management, maintenance, fleet management, and facilities operations to ensure safe, compliant, and cost-effective environments that support the non-profit’s mission. A critical component of this role involves strategic planning for growth, assessing potential future development opportunities, and ensuring compliance as we l as management of the organization’s affordable housing units.

I. Strategic Portfolio Management & Development

● Management of ROI Portfolio: Oversight and management of properties owned by ROI and its subsidiaries which include group homes owned and operated by ROI, affordable housing portfolio and administrative buildings.

● Growth Assessment: Lead the continuous assessment of the organization’s property portfolio, identifying potential acquisitions, dispositions, or capital improvements to align with long-term strategic goals.

● Future Planning: Collaborate with executive leadership and the Homestead Housing Services Advisory Group on future property development initiatives, including feasibility studies, zoning compliance, and securing necessary resources.

● Capital Planning: Oversee and manage the organization’s multi-year capital expenditure plan for a l properties, prioritizing projects to maximize asset life and organizational efficiency.

● Compliance & Risk: Ensure al properties and facilities comply with federal, state, and local regulations, including housing standards, safety codes, environmental standards, and accessibility laws.

II. Operational Management & Oversight

● Property Management: Provide leadership oversight for the property management function, ensuring high occupancy rates, excellent tenant relations (for affordable housing), efficient lease management, and successful budget adherence.

● Facilities & Maintenance: Direct the comprehensive facilities maintenance program for all sites, establishing preventative maintenance schedules, managing vendor contracts, and ensuring timely resolution of repair issues.

● Budget Management: Develop, monitor, and manage the annual operational and capital budgets for al property, facilities, and fleet activities.

● Procurement: Oversee the procurement process for large-scale facilities projects and services, ensuring competitive bidding and effective contract management. III. Staff & Fleet Management

● Team Leadership: Directly manage and mentor professional staff, including managers overseeing affordable housing operations, maintenance teams, and the fleet manager.

● Performance & Development: Establish performance metrics for properties and staff, ensuring accountability and fostering a culture of high performance, safety, and customer service.

● Fleet Oversight: Oversee the effective management, maintenance, and replacement schedule for the organization’s vehicle fleet, ensuring vehicles are safe, operational, and utilized efficiently across programs.

● Safety: Champion al safety and security protocols related to properties, facilities, and fleet operations.

Required Qualifications:

Education: Bachelor’s degree in Real Estate, Property Management, Business Administration, Engineering, or a related field.  Five to seven years of progressive experience in property management, facilities management, or real estate development, with at least 2 years in a senior leadership or directorial role. Prior experience managing properties, especially affordable or subsidized housing (MSHDA ) or tax-credit programs, within the non-profit or public sector is highly preferred.

Skills: Demonstrated expertise in strategic capital planning, asset management, and property development lifecycle. Strong knowledge of building systems, maintenance best practices, and regulatory compliance (e.g., ADA, HUD regulations if applicable, fire codes). Exceptional leadership, team management, and vendor negotiation ski ls. Proficiency in financial management, budgeting, and capital planning software.
